Keystone Should Not Be Part of the Payroll Tax Increase/Decrease - whatever

I haven't done research into it...it has probably been going on forever...

Somebody introduces a bill that is for one specific subject....say, keeping the payroll tax decrease in effect for another year.

A lot of other politicians add things to it that have nothing to do with it. As for example, allowing people to build a pipeline from Canada into the US.

If some other politicians don't want the pipeline to go through, the only way they can stop it is to not vote for the payroll tax decrease.

And conversely, the only way to get the pay roll tax thing to go through, is to also vote in the Keystone pipeline.

It shouldn't be like that. It should not be like that. Each bill should be its own separate thing, no sneaking in things under the radar or holding one thing hostage to get another thing. That's outrageous.
