Wasn't it just a week or so ago that it was shown that most public employees owe money on their taxes - that in toto they owe billions in taxes?

An undue burden by paying more into their pensions to fund legislation that would extend the payroll tax. In other words, they're trying to find ways to pay for the payroll tax cut extension and she doesn't think federal workers ought to be made to do that. They're already carrying a large enough burden as it is.
