Obama signs executive order "on the White House Initiative on Educational Excellence for Hispanics "

The text for this Executove Order is not yet online at the website below, but I am curious to know of what it consists. Not that I begrudge Americans of Latino or Hispanic heritage achieving a quality education, any more than I begrudge one for Americans of African descent, or indeed, Americans of all descent.

The easiest way to assure that is perhaps to launch an ad campaign encouraging people to learn how to speak English. Honor their history by all means, keep their ancestral language alive, etc., but in the USA, learn English, embrace English, and that will make education so much easier. (Just as it does for immigrants to any country. If I immigrated to Germany or Spain or France in order to make my living, first thing I'd do is learn the language....)
