Only 26% of minorities vote in Presidential elections?

I'm not sure if these numbers are correct, but here's what a guy named Mike Murphy, a Republican consultant, had to say: "In 1980, 88% of the people who cast the vote in the presidential election were white and they voted more Republican than Democrat. In the last election, last presidential election that was down to 74%. "

Now again, this is one of those things where we only get one soundbyte and no additional info. But what is this guy saying? That 74% of votes in Presidential elections are white, and only 26% are black, Latino, etc.?

Why do so few minorities vote? It can't be because they can't get photo ids - any legal citizen in the US can get a photo id, either a driver's license or an id of some kind...and it can't be that they don't vote because they can't read
English, surely....
