Rooney was suspended for saying this [although he would deny it later]:

Frankly - that's very true. But - but - you can make the same observation about any race. Every race's genes are being watered down because the best and brightest - on average (not all, but on average) don't reproduce as often as the ...well, not best and not the brightest.
It takes brains to achieve practically everything in life, except have kids. For that, you just need a few seconds with a willing partner. Having kids is easy, raising quality human beings is the hard part, and too many unqualified folks - of all races - are doing that.
