RUSH: From the Washington Examiner: "The administration is funding a $100,000 study of pregnant and 'at-risk' 14- to 17-year-old girls on probation in Houston, Texas, to determine ways to help them choose safer lifestyles and avoid pregnancy, including..." wait for it "...better 'condom negotiation' tactics."Rush is right on this, I'm afraid. What 14 year old girl isn't pressured by her peers to have sex, because that's the only way she can prove that she's worthy - that boys care enough about her to have sex. (They never seem to understand that boys don't give a damn what they look like or how dumb or smart they are - boys want girls who will put out and have not respect for them regardless.Better condom negotiation tactics.
"The National Institutes of Health, part of the Health and Human Services Department, is providing a University of Houston researcher the money because of the lack of study of female teen juveniles in trouble with the law. The school said the study, 'Choices - Teen: A Bundled Risk Reduction Intervention for Juvenile Justice Females,' will include 30 at-risk girls, ages 14-17, on intensive probation with the Harris County Juvenile Probation Department.
"The goal, said the school, is to determine if intervention programs will help the kids make better life decisions. According to Danielle Parish, the assistant professor at the school's Graduate College of Social Work --" For crying out loud. Graduate College of Social Work? She's conducting the National Institutes of Health-funded effort. She said "one of the big problems young girls need to learn is how to talk their boyfriends into using condoms."
Here's the thing. This is something, as a civilized male, I learned early on. Women have the trump card in these talks. Women have the trump card. What do you mean, condom negotiation?
How does what work? Women having the trump card? I don't know how a condom negotiation works, Snerdley. You think I know about this? This is part of the New School effort. This woman is going to teach young women 14 to 17 about condom negotiation. Not gonna teach them to say no; not gonna teach them to say, "You know, you have no business here at 14 getting involved in this." We're not gonna do anything that might actually be good for them. We're gonna go ahead and indulge them in what they want to do because of course we can't stop it.
Kids are gonna have sex; we can't stop that. Kids are gonna do dope; can't stop there. I mean, they're gonna smoke; we can stop that. They're gonna eat; we can stop that. Maybe what this study ought to do is teach these 14-year-old girls not to have sex. Do you realize how old-fashioned that makes me sound? I'm just throwing the younger demographics away here, Snerdley. You know what my attitude ought to be on this? Fully support condom negotiation, learn what it is, conduct my own seminar on it on this program, and go out and get the young demographics. Go ahead and concede the fact 14-year-old girls are gonna have sex, just do it. The new slogan for the school: "Just do it, but learn condom negotiations."

"At risk Girls"
I Have Sympathy For Fast Food Workers...but they can't be paid $15 an hour
Waiters and waitresses don't make $15 an hour! They make minimum wage (fast food workers make above minimum wage, if only by a couple bucks!) and the rest of what they earn is in tips. More than that - the government also decides how much tip money they earn a year, and tax them on it, regardless of if they got any tips at all!
In any event - I've worked at a McDonalds, and a Wendy's in the long past, and it's a horrible job. Cooks standing over hot grills, putting together all kinds of food, counter reps having to deal with rude people, etc., it's rough. So they deserve $15 an hour. Hell, they deserve $30 an hour!
But employers can't pay them that! Who is going to stop into a fast food restaurant if they have to pay as much for food as at a real restaurant? I can barely afford it now - went into a Wendy's yesterday and spent $5 on a chicken mozarella sandwich... that's maybe a once a month splurge for me.
It's not like these folks aren't well-compensated for the job that they actually do. I mean, they have to have a good memory to remember how to make each of the sandwiches or whatever, they have to be able to work under stress when the lunch rush comes, and the counter reps need to know simple addition and subtraction and how to work a cash register.
That is stuff that requires intelligent folk...but no special knowledge. Such workers are a dime a dozen. (Or they would be if people weren't paid more on welfare than to work at a fast food place...)
When I worked there...30 years ago now, we got half-price food, and a couple of dollars over minimum wage. I'm sure that hasn't changed. I think people who worked 30 hours or more also had profit sharing...maybe that was 40 hours...but really, considering how hard it is to find people who will work at fast food restaurants these days - again, standing over a hot grill or dealing with an impatient public - I would think they'd love to give people 40 hours if they'd show up on time, be clean, and do a good job.

RUSH: In the first busy broadcast hour, I laid out the case for wanting Obama to succeed. I laid out the case. I made the case I thought rather well. I don't believe that Obama is concerned about a legacy in the way it is being said he's concerned about a legacy. I hope he succeeds. My point is, look, I don't want to repeat the first hour, and I know most of you heard it, but my basic point is that I hear everybody say that the Republicans have leverage because Obama doesn't want a second recession in his second term 'cause that would not lead to a positive legacy, and I need somebody to explain to me why Obama cares about not having a recession in his second term.If his objective is to totally transform this country, and he's in the middle of successfully doing that, why be worried about something like a recession when a recession will further advance the transformation of the country? He wants a redistributionist welfare state. He wants a government continuing to grow. If we go into a recession, what are people gonna call for? More government spending to get us out of it! A recession's made to order. He has a legacy, yeah, he has a legacy concern. He wants to be written about in the future as a great socialist, a guy who finally, finally corralled the United States and defeated the entire capitalist structure and turned it into a burgeoning Western European socialist democracy, some such thing as that.

Why Are People Still Waiting for Insurance Money?
In a sense, you have to understand, lots of people scam the government, and five or six years later, after the government has spent millions of dollars tracking down fraudsters, they put the scammers in jail but don't get any of the money back...
RUSH: Have you seen the story about that woman who was embraced by Obama and Chris Christie after Hurricane Sandy? And Obama promised to sweep away all the red tape. (impression) "Your phone call will be answered in 15 minutes! You call the bureaucracy and you'll get help." That woman that Obama promised help has not seen a shred of help. None. "Woman Embraced by Obama After Hurricane Sandy Hasn't Received the Help She Needs."
But, that's okay, because Obama wants to help. (That's how it works.) "The Republicans don't even care! Obama wants to help!" This is what we're up against, and it's the new reality. Obama has promised to give people all sorts of things that he has no ability and no intention of actually providing. He can't provide people what they are expecting. It doesn't matter right now. All that matters is he wants to, and they think he's trying. "He cares about me and Romney doesn't," 81-17% in the 2012 exit polls.

RUSH: The real problem that we face today, and everybody knows it, is the overt racism and sexism of the Republicans who are still asking questions about Benghazi and Susan Rice.By the way, the real thing about this Benghazi business and why there is a continued interest in it and what the real question with the unknown answer is... You can talk all you want about Susan Rice going out, lying about the video being responsible and all of that. There are seven-and-a-half hours where the president of the United States is not accounted for. That's what this is really all about, as far as I'm concerned. We have a dead ambassador, we have three other dead Americans, and in the midst of this attack nobody knows where the president was. I think that's the real question everybody has. Why wasn't there a response? Why wasn't there orders given? Was Obama even engaged?

RUSH: Since Hillary Clinton has arrived on the scene and called for everybody to calm down, Hamas has executed -- this is after Hillary shows up and asks for calm -- Hamas has executed alleged Israeli spies and kicked and spat on their bodies. They dragged one of them through the streets of Gaza behind a motorcycle, and then they celebrated. Then Hamas blew up a bus full of Israeli civilians in Tel Aviv, and they celebrated that, too. Maybe that's how Hamas calms down. Who is Hamas? What is Hamas? Hamas is an offshoot of the Muslim Brotherhood. It is the Muslim Brotherhood. I don't get it. Hillary said she talked to Morsi. Well, what happened? I don't understand, why don't Obama and Hillary just tell Hamas if they don't behave they're gonna tell Morsi and get 'em in trouble?
Well, of course Morsi knows. Morsi's probably behind all this. Mohammed Morsi in Egypt, Hamas an offshoot of the Muslim Brotherhood, if Obama and Hillary don't have any pull with this guy... the only thing we haven't given this guy that he wants is the blind sheik. We have given Egypt and the Muslim Brotherhood untold billions of dollars. We put the filmmaker behind the video that caused all the problems, put him in jail for a year. You would think we would have some pull with the guy. But I guess we won't 'til we give him the blind sheik.
By the way, it's becoming a broken record. I purposely watched CNN's coverage for just 20 minutes this morning, and I've seen it my whole life. The latest outbreak of violence in the Middle East, the Israelis minding their own business, not doing anything, and all of a sudden rockets start landing. The next thing that happens is the media gets over there as fast as they can and shows Hamas suffering. The Hamas people, they have mastered the art of creating the photo-op of grievance and suffering, and of course the media is a sucker for that every time.

WASHINGTON/CHICAGO (Reuters) - Representative Jesse Jackson Jr., who has been treated for bipolar disorder and is reportedly under investigation for possible misuse of campaign funds, resigned his seat on Wednesday, citing health reasons.
"My health issues and treatment regimen have become incompatible with service in the House of Representatives. Therefore, it is with great regret that I hereby resign ... effective today, in order to focus on restoring my health," the Chicago Democrat said in a letter to U.S. House Speaker John Boehner.

Jackson, the 47-year-old son of civil rights leader and former presidential candidate Reverend Jesse Jackson, also admitted to "my share of mistakes," in his two-page letter to Boehner, an Ohio Republican.
"I am aware of the ongoing federal investigation into my activities and I am doing my best to address the situation responsibly, cooperate with the investigators and accept responsibility for my mistakes, for they are my mistakes and mine alone," Jackson wrote.
Jackson has been in Congress since 1995 and easily won re-election in a heavily Democratic district earlier this month despite his ailment and the ethics questions hanging over him.
His resignation was not expected to result in any changes in the political balance of power of the U.S. House, which is controlled by Republicans. Voters in Jackson's district will now have to hold a special election to fill the vacancy.
Illinois Governor Pat Quinn said he would propose a date for the election within five days.
"We know that Congressman Jackson is confronting health challenges, and our thoughts and prayers are with him and his family during this difficult time," Quinn said.
Jackson was treated for at least six weeks this summer at the Mayo Clinic in Rochester, Minnesota, for bipolar disorder, a psychological condition marked by extreme mood swings, and has been on medical leave since June.
He has also been the subject of a House ethics committee probe over an alleged bribe offered by a Jackson supporter in 2008 to then Illinois Governor Rod Blagojevich.
The bribe was said to be intended to entice Blagojevich to appoint Jackson to the U.S. Senate seat vacated by President Barack Obama. Jackson has admitted to lobbying for the seat, but denied knowing about any money offered to Blagojevich, who has since been convicted on corruption charges and imprisoned.
INVESTIGATION
According to news reports citing unnamed sources, Jackson is also being investigated by the FBI over possible misuse of campaign money. The FBI has not confirmed the reports.
In his letter to Boehner on Wednesday, Jackson acknowledged a probe was underway and said he hoped it would not overshadow his years of public service.
"None of us is immune from our share of shortcomings or human frailties and I pray I will be remembered for what I did right," Jackson wrote.
Emails and calls seeking comment on his resignation made to Jackson's Washington, D.C., and Chicago offices, as well as to the office of Jackson's father, were not immediately returned.
Ironically, Jackson was sent to Congress in 1995 after winning a special election triggered by the resignation of Representative Mel Reynolds, a Democrat convicted of sexual assault, obstruction of justice and solicitation of child pornography.
Jackson, during his 17-year career in the House, was a reliable liberal vote, supporting increases in the minimum wage, the expansion of environmental regulations and gay rights and, in 2008, the bailout of the country's teetering financial system. He was also an early advocate of a strict timeline to withdraw U.S. troops from Iraq.
Reacting to Jackson's resignation, most fellow Democrats sidestepped his ethics problems and focused on his years of service in Congress.
Representative Nancy Pelosi, the Democratic leader, said Jackson had "presented a fresh perspective on how we work together" during his years on Capitol Hill.
Representative Bobby Rush, a former Black Panther who said he remembered Jackson when he was a "child crawling on the floor" of his parents' house, urged patience.
"He hasn't been charged, indicted or convicted of any breach of the law," Rush told reporters at an afternoon press conference in Chicago.
"Give the man a chance to go through his process."

But NBC News heard that lament again recently as readers responded to a story about a wireless trade industry report claiming average cell phone bills are going down."I'm going to assume that these people with $400 a month cell phone bills access the internet with it, play games with it, send text messages and so on, and that the $400 is actually for a family of four or something.And, of course, people say, "No, they're not, they're going up." In fact, some cell phone bills are averaging close to $400 a month, which for a lot of people is making the cell phone a luxury. But I remember the people that have Obama phones. They have the free phones and they have up to 120 minutes free. And they know exactly how to get an Obama phone. And it doesn't take much. Now, I don't know the quality of the phones. I don't know what kind of add-on service that you get.
But it's clear, ladies and gentlemen, there's too big a dichotomy here. This is just not fair. Some people paying $300, $400 a month for cell phone service and some people aren't paying anything. What's the solution? Nobody should pay anything. The government, just like it should take over Hostess and save the Twinkies and save the unions. Take over the cell phone bill payment process just like they're taking over student loans. Wouldn't you rather have the government paying for your cell phone bill? You wouldn't? This is a responder to NBC's poll: "As far as I'm concerned, it seems like a huge rip-off, but what do you do?" The family never eats out. "There's a lot of stuff we don’t do because we have the bills we have."
Do you believe this? Cell phone bills are keeping people from buying food or eating out at restaurants. Cell phone bills. Do you even care what yours is, Snerdley? Do you even look at your cell phone bill? You do? Are you in the 300, $400-a-month average payment range? You are? H.R. can't believe you pay that much.
People need to stop whining about this and just stop spending so much.
I pay $80 a year for my cell phone. It's a Tracphone, and I get double minutes. I talk to people when I need to, not because I can't stand to have a minute of the day go by when I'm not chattering to someone on the phone while I'm trying to back out of a parking space in a grocery store, and vice versa.
Well, I suppose I should make a confession. I just bought a new Tracphone, a Samsung-something-or-other that cost me $40. The $80 per year for minutes won't change, especially since I get free triple minutes with this phone.
I didn't need this new phone, my old one works find and I loved it. It's a flip top and looks like a Star Trek Communicator. (Beam me up, Scotty!_ But the one thing it wouldn't do that I wanted it to do was let me upload my own ringtones, and I really want to have "This is the voice of the Mysterons. We know that you can hear us, Earthmen" as my ringtone!
How Many Duplicated Departments Does Our Government Have???
It would be one thing if each department had a single person who made $40,000 a year, but they must have dozens of people employed. The department that spends the least on this is $9 mil, other departments spend $100 mil a year.
For what? For what?
Our culture today does not allow people to be discriminated against. If someone feels discriminated against, they file a law suit. That's how they do it in the private sphere - why does there have to be whole departments for this in the government arena????
Well...seems like the Office of Civil Rights isn't the only duplicated office.

So you see, this is a small little microcosm, maybe not the best example, but in our discussion of freedom, this is exactly the kind of thing I mean. Every Government Entity Has a Civil Rights Office That Costs Millions!
I've been doing some research into the activities of the Department of State, and discovered that they have an Office of Civil Rights.
This seemed kind of stupid for me. Doesn't the Government have an actual Office of Civil Rights that scopes out what every other government and civilian department does regarding Civil Rights?
Why, no. There are over 50 Government entities, and every single damn one of them has an Office of Civil Rights, to ensure that no one in the department is discriminated against and that every department has a 50/50 mixture of majority/minorities.
Of course, each one of these Office of Civil Rights doesn't cost $300 Mil a year! Some of them only cost $9 mil.
It's just ridiculous. Establish one overarcing Office of Civil Rights - not that I think it's necessary in 2012, but apparently the Civil Rights legislation of the 1960s says there has to be one and God forbid the laws of 1960 be changed in 2012 when we have a black President... (and women in his cabinet who are not paid as much as the men doing the same job... hmmmm)

As leaders look for more ways to cut government expenditures and reduce the budget, some have pointed out the duplicative nature of a number of the government’s overlapping bureaucracies. The prodigious amount of federal offices devoted to diversity and civil rights is one example.
Based on The Daily Caller’s analysis, there are at least 55 offices, departments and commissions devoted to civil rights and diversity throughout the federal government. And their budgets don’t amount to petty cash.
In FY 2010, the last complete budget year, the Department of Health and Human Services’ Office for Civil Rights cost taxpayers $46.7 million; the Department of Agriculture’s Office of Civil Rights cost $24 million; the Department of Justice’s Civil Rights Division cost $145.4 million; Department of Transportation’s Office of Civil Rights cost $9.66 million; the Department of Education’s Office for Civil Rights cost $102 Million; the Equal Employment Opportunity Commission cost $367 million and so on. Those numbers, however, are just the tip of the iceberg.
In addition to the aforementioned six offices, TheDC contacted each of the other offices devoted to civil rights and diversity to ascertain their total budgets for FY 2010. During that fiscal year, the Department of Commerce spent $4.1 million, the Department of Defense’s spent $8.9 million, the Department of Homeland Security spent $22.1 million, the Department of Housing and Urban Development’s spent $72 million, the Department of Labor spent $7 million, the Commission on Civil Rights spent $9.4 million, the Department of Veterans Affairs spent $2.27 million, the Defense Security Service spent $45,000, and the Export-Import Bank of the United States spent $137,000 on their respective diversity or civil rights offices. The vast majority of other offices either did not respond to TheDC or said that the funding was contained within larger administrative costs.
While these offices work for equity, fairness and justice, some see the high expenditures as just a lot of waste. Former attorney for the Justice Department’s Civil Rights Division, J. Christian Adams, pointed out that pursuing the goals of these offices could easily be done for much less.
“If you worked inside the Civil Rights Division you’d know the same work could be accomplished for half the cost,” Adams told TheDC. “The idle time among employees staggers the imagination.”
Others point out that enforcing civil rights remains an essential good and that the existence of these offices are mandated by law. According to Charles Abernathy, Georgetown professor of civil rights and comparative, each agency receives grants, as required by Title IV of the 1964 Civil Rights Act, in order to enforce laws preventing discrimination.
“Since 1964 Congress has added many other civil rights laws that add other non-discrimination commands (such as the prohibition on discrimination against disabled persons), and these are also enforced through such civil rights sections or divisions, as well as some other specialized offices and programs,” Abernathy wrote in an email.
Nevertheless, the high cost of seemingly overlapping bureaucracies has many frustrated.
“I think having these offices in all these executive agencies is an enormous waste of taxpayer funds,” Hans Von Spakovsky, senior legal fellow and manager of the Civil Justice Reform Initiative at The Heritage Foundation, told TheDC. “Worse, instead of working to stop discriminatory treatment by the federal government, almost all of these civil rights offices spend their time implementing discriminatory rules and quotas on hiring and contracting.
Ward Connerly, founder and president of the American Civil Rights Institute, said that forcing diversity is an antiquated idea and not something the government should spend precious funds on.
“Although these ‘diversity’ offices are often viewed in the context of ‘civil rights,’ their fiscal impact is considerable,” Connerly told TheDC. “As the nation becomes naturally more ‘diverse,’ as evidenced by the 2010 Census, the federal government need not expend precious dollars manufacturing ‘diversity,’ which is an amorphous concept in and of itself, and often engaging in discrimination in the process. Clearly, virtually all of these offices of ‘affirmative action,’ diversity, ‘inclusion’ or civil rights have become superfluous and a relic from America’s past. They owe their survival to political correctness, timidity on the part of Congressional oversight committees to confront any issue of race, and blatant appeals to racial politics on the part of many elected officials.”
Joe Hicks, vice president of Community Advocates Inc., said that while enforcing civil rights law is important and admirable, having superfluous offices is foolish, especially at a time when the government is looking for ways to cut back.
“These agencies, all based on the premise that racism or work-place race/gender discrimination remains a massive problem, are completely and utterly useless,” Hicks told TheDC. “Obviously, there is a compelling national interest in making sure civil rights laws observed, but this is something that hardly requires overlapping layers of governmental bureaucracy to achieve.”
Abernathy points out that there is definitely a fine line between enforcement and funding, but that in the end, he is a supporter of these mechanisms.
“I would be a supporter of Title VI, though….there is a price to be paid for accomplishing Congress’ civil rights goals,” he said. “The costs these days are probably mostly on the compliance and enforcement side (–most of the early effort was in writing the original regulations, with some later interpretive guidelines added). My guess is that whether this money is wisely spent is probably in the eyes of the beholder, and the truth is somewhere between the extremes, as usual.”
